The County of Siskiyou has recently adopted its new 2023-2031 Housing Element.

SB 35

On January 1, 2018, Senate Bill 35 (SB 35) became state law establishing a streamlined and ministerial approval process for qualifying multifamily affordable housing development projects. The California Department of Housing and Community Development (HCD) has determined that the County of Siskiyou is subject to the streamlined application review process under Government Code section 65913.4. Please note that eligible SB 35 housing development projects are exempt from CEQA. 

AB 2162

On January 1, 2019, Assembly Bill 2162 (AB 2162) became state law, requiring that supportive housing be a use that is permitted by right in zones where multifamily and mixed-use development is permitted. The county is required to streamline the approval of housing projects containing a minimum amount of Supportive Housing by providing a ministerial approval process, removing the requirements for CEQA analysis and removing the requirement for Conditional Use Authorization or other similar discretionary entitlements granted by the Planning Commission.

Here is a list of potential affordable housing developers with an interest in developing in Siskiyou County:

Home Rehabilitation Program

Great Northern Services (GNS) is a community based nonprofit that is dedicated to revitalizing communities through positive social change, with a focus on enhancing economic conditions for all. GNS provides a diverse range of essential programs, including home energy assistance, home weatherization, senior nutrition services, and emergency food assistance. Additionally, we offer grant administration services for jurisdictions and non-profits, ensuring comprehensive support for communities in need.

Home Weatherization 

Great Northern Services’ Weatherization Program makes permanent upgrades to homes all over Siskiyou County to make them safer, warmer, and more energy efficient. Renters and owners living in houses, apartments, and manufactured or mobile homes can receive assistance. Reasonable Accommodation Policy

It is the policy of the County of Siskiyou to provide people with disabilities reasonable accommodation in rules, policies, practices and procedures as may necessary to ensure equal access to housing. This document details the process by which individuals with disabilities may make requests for reasonable accommodation for relief from County land use, zoning or building laws, rules, policies, practices and procedures.

Fair Housing Enforcement and Outreach

Federal fair housing and equal opportunity laws prohibit discrimination against any person (prospective tenant, homebuyer, employment applicants, employees and businesses) on the basis of race, color, religion, age, familial status, disability, national origin, sex, or any other arbitrary basis. 

The U.S. Department of Housing and Urban Development (HUD) works to eliminate housing discrimination and promote economic opportunity by leading the nation in the enforcement, administration, development, and public understanding of federal fair housing policies and laws. HUD dictates the housing discrimination investigation process shortly after receiving an allegation. You must file your allegation within one year of the last date of the alleged discrimination under the Fair Housing Act. If the investigation shows that the law has been violated, HUD or the Department of Justice may take legal action to enforce the law.
